The activity of the “Roblox” platform may be restricted in Azerbaijan

The online meeting was held between the State Committee for Family, Women and Children Affairs and the global platform “Roblox” on March 18, 2026

The meeting was attended by Ms. Bahar Muradova, Chairperson of the State Committee for Family, Women and Children Affair, Ms. Aynur Sofiyeva, Deputy Chairperson, Ms. Jeyran Rahmatullayeva, Head of Office, Ms. Taliyə İbrahimova, Head of Legal Support Department, Mr. Elgun Safarov, Head of Analytical Review and Information Department, Ms. Konul Taghızada, Child Affairs Department officer, as well as Ms. Fatima Eyyub, winner of the “Yüksəliş” competition. Mr. Tim Skott, Director of Public Policy for Europe, the Middle East, and Africa of “Roblox” platform, Mr. Khalid Hadadi, Director of Public Policy for the European Union, Mr. Azad Garibov, Executive Advisor for the South Caucasus, Turkey, the Middle East, and North Africa representing Roblox’s regional partner “Aretera”, and Mr. Pavel Melnikov, Managing Director for Central Asia and the South Caucasus also attended the meeting.

Ms. Bahar Muradova emphasized that protecting children’s rights and ensuring their development in a safe environment is one of the key priorities of state policy in Azerbaijan. She noted that the rapid development of the digital environment makes child protection more urgent, and based on conducted analyses, it is necessary to implement restrictive measures concerning certain platforms.

She highlighted main risk areas, including children being drawn into communication with unknown individuals, exposure to bullying and cyberbullying, and being directed to unsupervised environments through manipulation.

The Committee stressed that numerous appeals on these issues have been received from citizens, parents, and children, and that, in accordance with the legislation of the Republic of Azerbaijan, it is important to implement a comprehensive set of mechanisms, legislative initiatives, and practical measures in this area.

Noting that the platform has taken certain steps to reduce risks, Ms. B. Muradova described this approach as positive in terms of expanding opportunities for cooperation.

Representatives of Roblox presented information about the platform’s activities, emphasizing its global educational and learning opportunities, while stating that user safety is a priority. They provided details on age verification systems, parental control tools, and moderation mechanisms. They noted that measures are being taken to protect minors, prevent inappropriate content, and create a safe digital environment.

However, alongside these measures, it was stressed that the growing risks observed make it necessary to strengthen child protection in the digital environment, enhance parental control mechanisms, and increase cooperation between states and global platforms, taking into account international best practices.

The State Committee expressed concern that Roblox could move from being a potential learning and entertainment environment for children to a source of serious social problems. Concerns were raised about the presence of content in games that contradicts law and family values, and the importance of strengthening protective mechanisms to ensure the safety of children under 16 was emphasized. It was noted that if these issues are not resolved, the platform’s activity in Azerbaijan may be restricted.

In response, Roblox representatives acknowledged the concerns raised and stated that concrete measures to eliminate risks will be implemented soon, with initial results expected to be observed starting in April. The meeting concluded with an expression of Roblox’s interest in continued cooperation with Azerbaijan.
