The new draft law “On the Rights of the Child” has been adopted in the first reading

On February 10, 2026, during the plenary session of the Parliament, the newly drafted law “On the Rights of the Child” was submitted for discussion and adopted in the first reading by the Milli Majlis.
During the discussion of the draft law on the agenda of the plenary session, it was noted that the draft was prepared by the State Committee for Family, Women and Children Affairs in accordance with Part 2 of Decree No. 524s of the Cabinet of Ministers of the Republic of Azerbaijan dated June 24, 2023, which ensures the implementation of Decree No. 3914 of the President of the Republic of Azerbaijan dated June 9, 2023, on amending the Action Plan for the Implementation of the Strategy on Children for 2020–2025, approved by Decree No. 2306 of the President of the Republic of Azerbaijan on November 27, 2020.
Ms. Hicran Huseynova, Chairperson of the Parliamentary Committee on Family, Women, and Child Issues, provided information about the draft law, highlighting that while the existing law consisted of 5 chapters and 45 articles, the new draft establishes children’s rights in 8 chapters and 63 articles.
