A citizens`s reception was held in Sumgayit.
On July 10, 2026, Ms. Bahar Muradova, Chairperson of the State Committee for Family, Women and Children Affairs, held a public reception for citizens in Sumgayit. Prior to the reception, participants visited the monument of National Leader Heydar Aliyev, laid flowers at its base, and paid tribute to his memory with deep respect. During the reception, appeals from residents of Sumgayit City and Gubadli District were heard. The issues raised included employment, legal assistance, family-related matters, the improvement of the services provided by the Care Center, and other concerns. Each appeal was considered individually, and relevant instructions were issued to ensure that the matters raised would be addressed promptly. Appeals requiring further examination were officially registered and placed under follow-up supervision.
Swearing-in Ceremony held for Newly Appointed Permanent Civil Servants at the State Committee for Family, Women and Children Affairs
A swearing-in ceremony was held at the State Committee for Family, Women and Children Affairs for employees who have been appointed to permanent civil service positions. Speaking at the ceremony, Ms. Bahar Muradova, Chairperson of the State Committee emphasized that public service is one of the most honorable fields of activity, carrying a high level of responsibility toward both the state and society. She highlighted the ongoing reforms aimed at developing the civil service system and strengthening the professional capacity of civil servants, noting that these reforms contribute to enhancing professionalism, transparency, and efficiency. Ms. Muradova called on the newly appointed permanent civil servants to remain faithful to the principles of statehood and the oath they had taken, and wished them every success in their future careers. The newly appointed permanent civil servants—Mr. Nureddin Babazade, Ms. Bahar Hasanli, and Ms. Aysel Babayeva—then took the oath of office, pledging to justify the trust placed in them and to carry out their official duties conscientiously and responsibly. At the conclusion of the ceremony, the employees were presented with certificates confirming their appointment to permanent civil service positions.
Interactive Training Sessions Organized in the Liberated Territories
As part of the ongoing measures implemented by the State Committee for Family, Women and Children Affairs to carry out psychosocial work with the population returning to the liberated territories, interactive training sessions were conducted for parents and children. The trainings were held from 30 June to 2 July by staff of the Goranboy and Goygol Child and Family Support Centers under the State Committee, including psychologists Ms. Gunay Garayeva and Ms. Aytaj Aliyeva, and social work specialists Mr. Hajiaga Nabiyev and Mr. Mirkazim Mirzayev. The sessions took place at the Kirmizi Bazar settlement secondary school of Khojavand district, the Khojavand city school, Khankendi City Secondary School No. 4, and Lachin City Secondary School No. 2. The trainings contributed to participants’ adaptation to the new environment, strengthening of family communication, and support for psychosocial well-being. Opening remarks were delivered by Ms. Sugra Jafarova, an employee of the Special Representation of the President of the Republic of Azerbaijan in the Aghdam, Fuzuli and Khojavand districts, Ms. Aytan Bayramova, an employee of the Restoration, Construction and Management Service in Lachin district, and Mr. Loghman Mammadov, acting principal of Khankendi City Secondary School No. 4, who spoke about the importance of the trainings. The sessions covered two main directions. The psychological trainings conducted for children aged 8–16 aimed to develop self-expression skills among adolescents, build healthy communication habits, and enhance active listening skills. The training on “Enhancing Parenting Skills” aimed to support the development of assertive communication within family relationships during the adaptation period, address children’s hidden psychological and emotional needs, strengthen active listening skills, and provide psychosocial support for constructive conflict management. Overall, 241 participants attended the trainings, which were received with great interest by the participants.
Representative of the Republic of Azerbaijan Re-elected as a Member of the UN CEDAW Committee
On 26 June 2026, elections for membership of the United Nations Committee on the Elimination of Discrimination against Women (CEDAW Committee) for the 2027–2031 term were held in New York during the 24th Meeting of the States Parties to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). In the election, which involved 189 States Parties, Azerbaijan's nominee, international law expert and Doctor of Philosophy in Law Mr. Elgun Safarov, received 133 votes and was re-elected as a member of the CEDAW Committee for a new term. It should be noted that Mr. Elgun Safarov previously served as a member of the CEDAW Committee from 2019 to 2026. In 2021, during the Committee's 78th session, he was elected Vice-Chair of the Committee. He currently serves as Vice-Chair of the Committee's Working Group on Individual Communications. Mr. Elgun Safarov obtained both his Bachelor's and Master's degrees from the Faculty of International Law and International Relations at Baku State University. He earned his PhD in Law after defending his dissertation entitled "The Activities of the United Nations Security Council in Maintaining International Peace and Security". He is also an alumnus of the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (2008), the Human Rights and Humanitarian Law Programme of the Azerbaijan Diplomatic Academy (2009), the Geneva Graduate Institute of International and Development Studies (2010), the joint programme of the International Management Centre and the Swiss Agency for Development and Cooperation (2012), the School of International Affairs of ADA University (2014–2015), and the executive leadership programme of the U.S.-based EPAM Systems (2025–2026). By the Order of the President of the Republic of Azerbaijan dated 1 February 2016, he was awarded the "Progress" Medal in recognition of his effective contribution to addressing gender issues and implementing socially oriented policies in Azerbaijan. Over the past 24 years, he has represented Azerbaijan in the United Nations, the Organization for Security and Co-operation in Europe (OSCE), the Organization of Islamic Cooperation (OIC), and other international organizations on issues related to the protection of human rights and fundamental freedoms, the promotion of the rights of women and children, international humanitarian law, and other fields. For many years, Mr. Safarov participated in the work of the Council of Europe's Gender Equality Commission (2007–2018). He is currently a member of the Expert Council on the Assessment of the Content of Cinematographic, Audiovisual and Digital Works operating under the Ministry of Culture of the Republic of Azerbaijan, as well as a member of the Safe Sport Commission of the National Olympic Committee of Azerbaijan. Mr. Safarov has also taught international law, family law, international humanitarian law, and other subjects at higher education institutions in Azerbaijan and abroad. He is the author of more than 100 scholarly articles and research papers published in Azerbaijani, English, and Russian. We congratulate Mr.Elgun Safarov on his re-election to this prestigious international body and wish him continued success in his future endeavors.
Public hearings were held on the topic of "Measures to Protect Children from Harmful Content and Influences in the Digital Environment."
From 22 to 25 June 2026, the Child and Family Support Centers operating under the State Committee for Family, Women and Children Affairs in Shuvalan, Aghdam, Saatli, Sabirabad, Hajigabul, Gabala, Ismayilli, Zagatala, Goranboy, Goygol, and Zardab held public hearings on the topic “Measures to Protect Children from Harmful Content and Influences in the Digital Environment.” The hearings were attended by representatives of the Child and Family Support Centers, local government bodies, public institutions and organizations, experts, and members of the local community. The purpose of the public hearings was to discuss the current situation regarding children's use of social media, the risks they face, and existing protection mechanisms; to raise public awareness of the measures being implemented in the country to strengthen children's digital safety; to gather the opinions and recommendations of relevant stakeholders; and to develop recommendations for further action in this field. During the hearings, participants were informed about the Decree of the President of the Republic of Azerbaijan on “Measures to Protect Children from Harmful Content and Influences in the Digital Environment.” The discussions highlighted the risks children encounter in the digital environment, the impact of these risks on their health and well-being, and the importance of promoting digital literacy, cybersecurity, and responsible online behavior. In addition, participants discussed existing challenges and possible solutions, answered questions, and put forward proposals to strengthen cooperation among families, schools, and communities, as well as enhance collaboration between relevant government institutions and civil society organizations in supporting children's healthy development.
Open-Air Event to Be Held Under the Slogan “Our Family – Our Greatest Value!”
The State Committee for Family, Women and Children Affairs of the Republic of Azerbaijan, in cooperation with the Baku City Executive Authority, will hold an open-air event under the slogan "Our Family – Our Greatest Strength!" on 30 June 2026 at 4:00 p.m. The event will take place in the park located in the area known as "Antenna" in the Narimanov District. The event aims to promote family values, strengthen family relationships, encourage healthy lifestyles, provide meaningful leisure opportunities for families, and raise public awareness of family-related issues. The program will include panel discussions featuring experts, engaging and interactive activities for families, an entertainment program for children, various competitions and games, and a live concert. Second Graduation Ceremony of the “Supporting Girls’ Education” project was held
On 24 June 2026, the Second Graduation Ceremony of the participants of the "Support for Girls' Education" project was held through the joint organization of the State Committee for Family, Women and Children Affairs, the Ministry of Science and Education, and the Education Development Fund. The event brought together graduates of the "Support for Girls' Education in the Name of Hanifa Malikova-Zardabi" Scholarship Program, the "Confident Steps Toward the Future" Educational Support Program for the Wives of Martyrs, implemented under the "You Are Not Alone" initiative, as well as graduates of other scholarship programs. These programs support female students who have been admitted to higher education institutions with outstanding academic results. The graduation ceremony was attended by Ms. Leyla Aliyeva, Vice-President of the Heydar Aliyev Foundation; Ms. Bahar Muradova, Chairperson of the State Committee for Family, Women and Children Affairs; Mr. Emin Amrullayev, Minister of Science and Education; Mr. Nijat Mammadli, Chairman of the Board of the Education Development Fund; rectors of higher education institutions; representatives of the public and private sectors; and the project's graduates. The event began with the screening of a video dedicated to the project, followed by opening remarks. Welcoming the participants, Ms. Bahar Muradova emphasized that every woman who is grounded in national and moral values, embraces modernity, receives a high-quality education, and recognizes her social responsibility contributes to the foundation of both the present and future of the nation. She highlighted the importance of the participation of the event's distinguished guest, Ms. Leyla Aliyeva, noting that her continued attention and sincere support for the project, as well as for the education and advancement of Azerbaijani women in general, are of great significance. Ms. Muradova also stressed that Leyla Aliyeva's initiatives aimed at children and youth serve as a source of inspiration for young girls. She stated that today's women are the successors to the legacy of prominent Azerbaijani educators such as Hanifa Khanum Zardabi, Hamida Khanum Javanshir, Nigar Khanum Shikhlinskaya, and Shafiqa Khanum Efendizade. Ms. Muradova noted that the "Support for Girls' Education" project has evolved into a comprehensive development platform encompassing various initiatives. Over the five years of its implementation, a total of 593 young women have benefited from its opportunities. Within the Hanifa Malikova-Zardabi Scholarship Program, 239 female students have received support over the past five years, representing more than 60 cities and districts across the country and 31 higher education institutions. She also pointed out that the phrase "education in Karabakh" has now become part of the national vocabulary, noting that 10 scholarship recipients are currently studying at Karabakh University. Ms. Muradova further stated that 22 students have benefited from the "We Have a Dream" Scholarship Program to date. This year, 66 graduates completed their higher education through the project's various scholarship programs. Including last year's graduates, the project has now produced 125 female graduates, 20 of whom graduated with honors. Ms. Muradova emphasized that one of the most meaningful and emotionally significant components of the initiative is the "You Are Not Alone – Confident Steps Toward the Future" Educational Support Program for the Wives of Martyrs. To date, 34 wives of martyrs have joined the program. She underlined the importance of expanding efforts to support these women—entrusted to the nation by those who sacrificed their lives for Azerbaijan's territorial integrity and freedom—in obtaining higher education, becoming qualified professionals, and actively participating in public and social life. Ms. Muradova noted that under the leadership of President Ilham Aliyev, the development of human capital remains one of the country's key policy priorities. She also highlighted the educational, cultural, and social initiatives of First Vice-President Ms. Mehriban Aliyeva, particularly her work in support of women, children, and education. She expressed gratitude to the project's partners who are committed to supporting girls' social integration and future employment opportunities. Concluding her remarks, Ms. Muradova congratulated the graduates on achieving significant success through dedication and hard work. She wished them continued accomplishments in their professional careers and personal lives, encouraging them to remain committed to preserving Azerbaijan's history and national heritage while serving society as responsible citizens and qualified professionals. In his address, Mr. Emin Amrullayev, Minister of Science and Education stressed that educating women means educating mothers, and educated mothers have a profound impact on the quality of education in society. He noted that the positive outcomes of the scholarship program are already evident, emphasizing that every graduate will contribute to Azerbaijan's economy and society. "We are pleased that this scholarship program and today's event benefit hundreds of young women. We must pay attention to girls' education from the earliest years of their lives. Alongside education, their social well-being must also be supported. Ensuring girls' equal access to education is essential for the sustainable development of our society," the Minister stated. Mr. Nijat Mammadli, Chairman of the Board of the Education Development Fund, delivered a presentation on the scholarship programs implemented under the "Support for Girls' Education" project. He informed participants about the various support mechanisms, opportunities created for female students, and ongoing efforts to promote girls' education. He also presented the project's achievements and the successes of its participants, highlighting the important role of the private sector in these initiatives and inviting broader cooperation. Graduates then shared their personal experiences, speaking about the positive impact the scholarship programs had on their lives. Ms. Amina Ahmadova, a graduate of the Hanifa Malikova-Zardabi Scholarship Program and the Academy of the State Customs Committee, stated that the project provided not only financial assistance but also confidence and motivation for young women. She expressed her pride and gratitude for the opportunity to speak at the ceremony, emphasizing that Azerbaijan continues its long-standing tradition of promoting education, following the legacy of distinguished figures such as Haji Zeynalabdin Taghiyev and National Leader Heydar Aliyev, who placed particular importance on education and women's empowerment. Ms. Aytakin Khalilova, a graduate of the "Confident Steps Toward the Future" Educational Support Program for the Wives of Martyrs and Baku Business University, noted that the project offered participants not only educational opportunities but also self-confidence, hope for the future, and the strength to move forward. She emphasized that recognizing and supporting the aspirations of martyrs' families is of great importance. The event continued with an award ceremony honoring the graduates. The graduation ceremony concluded with a cultural performance.
"The Children and Law" book has been presented to the Presidential Library
On 23 June 2026, the Presidential Library hosted the presentation ceremony of the book Children and Law, dedicated to promoting legal awareness among children. Prepared by the State Committee for Family, Women and Children Affairs, the publication aims to inform children about their rights and responsibilities, familiarize them with the obligations of families, schools, and the state in safeguarding children's rights, and encourage them to exercise their rights effectively while fulfilling their responsibilities conscientiously. Opening the event, Professor Afet Abbasova, Director of the Presidential Library, noted that the presentation coincided with Civil Servants’ Professional Day and described the publication as one of the finest examples of service to the state. She emphasized that protecting children's rights is one of Azerbaijan's priority areas and highlighted that the attention given to children makes a significant contribution to building an inclusive society. Professor Abbasova also noted that Children and Law is the first children's book to be presented to the Presidential Library and expressed confidence that more publications of this kind would be added in the future. Ms. Bahar Muradova, Chairperson of the State Committee for Family, Women and Children Affairs, stressed that children's early awareness of their rights and responsibilities plays a vital role in shaping their national identity and civic consciousness. She noted that the adoption of the new Law on Children's Rights is aimed at strengthening the protection of children's rights and ensuring their comprehensive development. She also emphasized the importance of helping children develop a clear understanding of their rights from an early age. Ms. Muradova recalled that the book had previously been presented together with an analytical review and stated that its inclusion in the collection of the Presidential Library carries particular significance by ensuring children's representation within the institution. She also announced that an electronic version of the publication would be donated to the Library. The event continued with the screening of a video presentation about the book. Presenting the publication, the book's author, Mr. Abil Bayramov, a member of the Azerbaijan Bar Association, spoke about the process of preparing the book. He explained that the publication was developed with careful consideration of children's age characteristics, interests, and levels of comprehension. Mr. Bayramov added that, alongside introducing values such as justice, empathy, and equality, the book includes activities designed to foster critical thinking and analytical skills. Mr. Mukhtar Nagiyev, Chair of the Sabail District Organization of the New Azerbaijan Party, noted that a sound education grounded in knowledge and enriched by books makes a significant contribution to children's future success and to strengthening Azerbaijani statehood. He also emphasized that improving the legal awareness of the younger generation remains one of the key priorities of state policy. Ms. Aygun Aliyeva, Chairperson of the Management Board of the State Support Agency for Non-Governmental Organizations, underlined that the publication also contributes to the development of civil society. She spoke about the importance of establishing effective child protection mechanisms in line with the requirements of the digital era and highlighted the need to implement grant-funded projects to raise awareness of children's rights, particularly among children living in the regions. Mr. Akif Tavakkuloglu, Adviser to the Chairperson of the Management Board of the Intellectual Property Agency, described the publication as a pioneering work in Azerbaijan's book culture. He stated that the book would benefit a broad readership, particularly by enhancing children's legal knowledge and promoting legal culture. Ms. Maryam Majidova, a member of the Public Council under the State Committee, emphasized the importance of increasing legal awareness among both children and parents. She described the publication as a valuable educational resource and stressed the importance of promoting it in remote rural communities. During the discussion, participants proposed preparing a version of the book in sign language. Speakers agreed that the publication would help increase children's knowledge of their rights and responsibilities, improve their understanding of legal issues, strengthen their sense of responsibility, and encourage their active participation in society.
Azerbaijani Representative Elected to the UN Committee on the Rights of the Child for the First Time
On 3 June 2026, elections for membership of the United Nations Committee on the Rights of the Child for the 2027–2031 term were held in New York during the 21st Meeting of the States Parties to the UN Convention on the Rights of the Child. In the election, which featured candidates from 16 countries, the Azerbaijani nominee, Mr. Farid Adilov, received 130 votes and was elected as a member of the Committee. The UN Committee on the Rights of the Child monitors the implementation of the provisions of the Convention on the Rights of the Child by States Parties and is regarded as one of the principal global mechanisms for the protection of human rights. The Committee also oversees the implementation of the Optional Protocols concerning the involvement of children in armed conflict and the sale of children. It consists of 18 independent experts, and this marks the first time that an Azerbaijani representative has been elected to the Committee. Mr. Farid Adilov is a participant in the 2019–2023 State Programme on the Education of Azerbaijani Youth at Prestigious Higher Education Institutions Abroad. He is currently pursuing a PhD in Sociology and Criminology at the University of Essex in the United Kingdom, where he also serves as an Assistant Lecturer. His doctoral research examines the influence of women parliamentarians on the development of policies aimed at advancing women's rights and well-being. Between 2006 and 2010, Mr. Adilov completed his bachelor's degree in International Relations at Baku State University, followed by a master's degree in the same field, which he completed with distinction between 2011 and 2013. In 2017–2018, he was awarded the prestigious Chevening Scholarship and earned a master's degree with distinction in International Politics (Globalisation, Poverty and Development) from Newcastle University in the United Kingdom. During his time in the UK, he also worked as a Team Leader for the National Citizen Service (NCS) programme, supporting children and young people. In 2019, Mr. Adilov was selected for the Professional Fellows Program implemented by the Bureau of Educational and Cultural Affairs of the U.S. Department of State. As part of the programme, he completed a professional placement at the Boston Public Health Commission's Department of Health and Human Services. Before commencing his doctoral studies, Mr. Adilov worked for nearly 10 years at the State Committee for Family, Women and Children Affairs of the Republic of Azerbaijan. During this period, he held several positions, including Consultant, Senior Consultant, Assistant to the Chairperson, and Head of the Department for International Relations and Protocol Services.
